400. King William I. issued on August 11, 1870, a proclamation to the effect that "Germany made war only against the armies of the enemy, not against the civil population."... 415. England thinks the hour has come for our annihilation. Why does she want to annihilate us? Because she cannot forgive our strength, our industry, our prosperity! There is no other explanation![41]--PROF.
