These magic fuel reserves were the life source of the cities. It powered every home and business. Unlike how Rio's home was controlled by magic circles. This type of magic was not used by the races. They could not use it. They could only use the technology that ran on magic fuel. It was basically like how gas or electricity was used to run things on earth.

What I found strange was that Rio was able to use the magic circle technology. Technology that she should not be able to use.
